California’s Budget Should be Investing In Early Childhood Education

It’s also about job growth! Emerging jobs in the health sector could provide great opportunities for women if they paid a living wage
Some of the 16 occupations with the most job growth: Registered nurses, home health aides, Early education/childcare workers, elementary school and post-secondary school teachers.
California’s Budget Should be Taking Care of the Elderly & the Workers Who Care for them.
Last fall, the Department of Labor extended the protections of the Fair Labor Standards Act (FLSA) to include IHSS caregivers, 90 percent of whom are women and 70 percent of whom are women of color. The proposed state budget for the coming year caps IHSS caregivers’ hours in order to deny them overtime pay and FLSA protections, causing caregivers to lose as much 43 percent of their income driving them further into poverty!
Despite a projected $10 billion state budget surplus through 2017, the Governor is devaluing In-Home Supportive Services (IHSS) caregivers, and the right to live with dignity. Californians with Alzheimer’s, dementia, autism, chronic illness, mental health challenges, and physical disabilities, require continuity of care in order to remain in their homes.
No Woman or girl in California Should be denied Access to Full Reproductive Healthcare for Any Reason!
Full-scope Medi-Cal for pregnant women to 138% of poverty. Adult pregnant applicants should be granted full-scope Medi-Cal to 138% of poverty, like other adults. It’s only fair.
Protect women’s access to Medi-Cal’s maternity benefits.
For women from 138% to 213% of poverty who are eligible to enroll in both an Exchange plan and Medi-Cal - SAVE ACCESS TO CPSP, Restore the Black Infant Health Program and to all of Medi-Cal’s other reproductive health services: The current trailer bill language must be amended to ensure that women do not lose access to Medi-Cal’s Comprehensive Perinatal Services Program (CPSP), better breastfeeding support, certified nurse midwifery or freestanding birth center services.California was the first and is still the best at improving birth outcomes through the innovative CPSP program. The Department’s own recent data show that these women have many significantly higher risk factors—they need the support that only CPSP provides. The state will still realize big savings from preserving access to CPSP.
Women in the Exchange who qualify for Medi-Cal must also have out of network access to family planning and other reproductive health services.
When women apply for coverage or renew eligibility, they must be provided with clear, timely information about their program enrollment choices and the impacts of each choice on consumer costs, benefits, and provider access.
