"M_. Speaker, I rise in opposition to the rule and the underlying legislation.
"A mere two weeks ago, the Republican Majority brought us to the brink of government shutdown over their disapproval of Planned Parenthood.
"But instead of moving past divisive social issues, we are here again witnessing their obsession with reopening the culture wars.
"HR 3 represents the most egregious attack on reproductive rights in over 35 years, using the tax code to effectively deny access to insurance that includes abortion care coverage, no matter how it is paid for.
"But what it doesn’t do is trust our nation’s women, families, and small businesses to make their own health care choices--this is unacceptable.
"Make no mistake, despite the rhetoric coming from the other side of the aisle, this bill is not about funding—it is about using our laws and tax code to infringe upon the rights of women and families across this nation.
"M. Speaker, it is time that this Congress trusts our nation’s women, families, and small businesses to make their own health care choices."
